Serves one document named by a record’s documents[].key. Three kinds exist: a retained_artifact is a generated file LAC retained, published by its package manifest’s typed customer_visible decision; a submitted_copy is a readable copy rendered from the exact submitted record, verified against the digest the authority acknowledged; and a report_rendering is a summary of a sent Incomes Register report, rendered from the report data retained with LAC’s own transmission. It restates what LAC sent and carries no authority-acknowledged digest. Neither rendered kind is the authority’s own original document, and both say so.
Authorization is resolved again here from the owning filing, so an identity that may not list a payroll filing cannot download one whatever the record key says.
